Overview

We are currently seeking a Process Safety Management (PSM) Specialist  for a long- term contract position with a leading midstream services firm in Midland, TX. Our client owns, operates, acquires and develops midstream energy assets.

Responsibilities

The Process Safety Management Specialist will be responsible for:

 

- Maintain and coordinate implementation of PSM policies, processes and procedures.
- Monitor and report on performance of site PSM programs. Formulate recommendations based on findings and support the timely resolution of issues.
- Monitor and ensure consistency with PSM requirements across operating areas.
- Review and improve company’s PSM standards including benchmarking against the industry.
- Conduct onsite assessments and evaluations as they relate to PSM.
- Provide guidance on interpreting PSM regulations and impacts.
- Assist Operations with implementation and compliance of the company’s Mechanical Integrity Program.
- Serve as resource for PSM training and knowledge development. Coach and train applicable employees on PSM related issues.
- Support the incident investigation process, specifically participating in PSM relevant investigations.
- Work with Operations to ensure operating procedures and operating equipment limits have been reviewed and risk-assessed.
- Generate and support PSM metrics and identify problems and opportunities for improving PSM performance.
- Participate in PSM audits, Risk Management Program (RMP) audits and Process Hazard Analyses (PHA) revalidations.
- Track action items from past PSM audits, RMP audits, PHA revalidations and various inspections to completion. Helps Operations resolve outstanding issues.
- Provide guidance to operating areas on development of process safety Information - piping & instrumentation diagrams, equipment files, cause & effect diagrams, process flow diagrams, relief system design & design basis, plot plans, etc.
- Ensure site compliance with the Management of Change (MOC) process and Pre-Startup Safety Review (PSSR).

Qualifications

Minimum of 5 years’ experienceworking with all PSM elements at a regulated PSM/RMP facility.
- Experience in working with Operations and field personnel.
- Ability to interface effectively with all levels within the company as well as organizations outside the company (regulatory agencies, contractors, consultants). 

- B.S. in Engineering, or related science such as chemistry, physics or other environmental or safety science where the degree program included calculus, chemistry and physics.  Will consider other degrees where candidate has significant, direct experience with PSM program elements.
- A general understanding of the natural gas processing and gathering business.
- Legal authorization to work in the US on a full-time basis for anyone other than your current employer.
- Physical ability to accompany plant employees on plant tours.
- Ability to travel up to 50% of time
