We have an immediate opening for an Assistant Payroll Manager in the Houston, TX area.


A leading American Company providing construction services to the dredging and land reclamation industry is in need of an Assistant Payroll Manager, based in Houston, TX.  The selected candidate must have a high level of proficiency and experience with ADP Workforce Now, and multi-state and union payroll experience.


This position reports to the Payroll Manager and is accountable for ensuring the timely and accurate processing of hourly and salaried payrolls and for managing the payroll team. The incumbent will provide support for payroll accounting, relate regulatory reporting and filing requirements, and other information and assistance as required to assure effective payroll processing. The Assistant Payroll Manager will ensure compliance with policies and statutory regulations, effective systems development and payroll staff development, while maintaining a high level of customer service and a solution orientation.

Responsibilities include:

-Directs and oversees the preparation of a variety of payroll related documents (i.e.: weekly payroll checks and electronic deposits, W-2 forms and reports, payroll registers, etc.), ensuring accurate calculations, timely processing and compliance with federal and multi-state laws.
Supervises and coordinates the activities of a payroll team engaged in computation, documentation and processing of payroll wages and related deductions.
-Provides coaching and development opportunities, and addresses performance issues as appropriate.
-Serves as an interface with ADP. Manages and maintains good working relationships with ADP and other outside service providers.
-Ensures systems are set-up and updated to reflect current employee data, including wages, deductions, garnishments, etc.
-Manages regular preparation of relevant management reports, including weekly, monthly, quarterly and year-end reports (gross payroll, hours worked, tax deductions, benefit deductions, etc).
-Oversees the calculation and processing of special checks; reviewing, editing and making corrections and adjustments as needed.
-Ensures compliance with applicable federal, state and local regulatory reporting requirements and guidelines.
-Ensures compliance with Policies and Procedures and internal control directives.
-Ensures reports are accurate and disbursed in a timely manner.
-Studies existing and new legislation; enforcing adherence to requirements and advising management on needed actions.
-Maintains confidentiality of sensitive employee data; ensuring all payroll information, files and records are maintained in accordance with federal, state and local laws and requirements.


- A minimum of 10 recent years of total experience in a corporate payroll department (4 years in a supervisory role) within a medium to large size company with multi-state locations and high-volume processing.
-Must have long-term tenure.
-Must have construction or field operations industry background experience.
-Excellent leadership skills that can motivate a group to work together for common goals and inspire potential.
-Experience with ADP Workforce Now payroll system and Time & Attendance system is highly preferred.
-Ability to operate independently and earn the full confidence of senior management.
-Understanding and application of IRS, federal, and state rules related to salaries, wages, taxes, benefits, voluntary deductions, documentation retention requirements, and annual filings.
-Strong knowledge of federal and state wage and hour laws, as well as payroll and government reporting procedures, including knowledge of garnishment, levy and child support processing.
-Ability to plan, organize and lead the work of others with minimal supervision while developing department goals and objectives consistent with corporate values and strategies.
-Excellent customer service skills with an ability to effectively handle and resolve employee inquiries and issues.
-Bachelors degree with courses taken in Accounting, Business, Economics or Finance.
-CPP is preferred.
-Union and certified payroll experience preferred.
-Proficient in business systems applications such as Microsoft Outlook, Word, Excel and payroll applications.
